3.       PUBLIC HEARINGS:

(With regard to public hearings involving a quasi-judicial determination by the Council, the proponent of an item shall be given 10 minutes to speak and all others in support of the proponent’s position will be given 3 minutes each.  A designated spokesperson for opposition to the item shall be given 10 minutes to speak and all others in opposition will be given 3 minutes each.  In public hearings not involving a quasi-judicial determination by the Council, all persons will be given 3 minutes to speak, whether in support or opposition to the item.  Very brief rebuttal and surrebuttal may be allowed in the sole discretion of the Council.)

 

A.        Public Hearing to Consider an Appeal of the Beautification and Natural Resources Committee’s Denial of a Tree Removal Permit at 147 11th Street

A.        Second Reading of an Ordinance Creating a New Parking Restriction on Gibson Avenue by Adding Subsection (f) to Section 16.56.060 of the Pacific Grove Municipal Code to Allow the Creation of a 1 Hour Parking Zone on Gibson Avenue

B.         Update on Harvey Rose Accountancy Corporation Phase II Work

Recommended Action:        1. Receive Staff’s Report and the Attached Reports from Harvey Rose Accountancy Corporation

                                             2. Direct Staff to Return to the City Council with Recommended Financial Policies Related to Inter-Fund Loans, Interest Apportionment, and Enterprise Fund Balance Purposes

                                             3. Direct Staff to Return with Recommended Actions Related to Outstanding Loan Balances and Incorrectly Allocated Interest Earnings

C.         Consider Approval of Contract, Not to Exceed $26,000, for Temporary Accounting Management Services

Recommended Action:        Approve the Amendment to the General Employees’ Association Memorandum of Understanding

B.         Consider Request from the Downtown Business Improvement District (BID) for Use of Funds to Complete Projects in the Downtown Area

Reference:         City Manager Colangelo

Recommended Action:        Support the Downtown Business Improvement District’s Fund Use Request and Direct Staff to Work with the BID to Develop Specific Proposals for Future Council Consideration to Implement the Projects
