SPECIAL JOINT MEETING OF THE

HISTORIC RESOURCES COMMITTEE & PLANNING COMMISSION

1.         Call to Order

 

2.         Roll call

 

            Historic Resources Committee (HRC) members:  Darlene Billstrom (Chair);

            Ken Hinshaw (Vice Chair), Fran Horvath, Michael Puckett, and Rebecca Riddell

            (Two vacancies exist on the HRC.)

 

            Planning Commission members:  Linda Smith Bailey (Vice-Chair), Bob Davis,

            Steven MacDonald, Eric Miller, Craig Riddell (Chair), Sally Smith, Gary Sprader

 

3.         Approval of HRC Minutes

           

a.       Consider Draft Minutes of the November 14, 2007, HRC Site Review & Regular Meetings

                  Recommended Action:  Approve minutes as presented.

 

(Note:  No minutes exist for the last scheduled HRC meeting of March 12, 2008, since it was cancelled due to lack of a quorum.)

 

4.         Oral Communications

 

            (Comments from the audience will not receive HRC or Planning Commission action.  Comments must deal with matters subject to the jurisdiction of the HRC and Planning Commission and will be limited to three minutes.  Comments regarding agenda items shall be heard prior to the consideration of such items at the time such items are called.  Whenever possible, letters should be submitted to the HRC and Planning Commission  in advance of the meeting.)

 

5.                  Regular Agenda

 

a.       Review of Draft Revisions to the Historic Preservation Ordinance (HPO)

 

Reference: Chief Planner, Lynn Burgess

                 Assistant City Attorney, Heidi Quinn

           Historic Consultant, Kathryn Gualtieri

 

Recommended Action:  Receive staff and consultant comments on the draft revisions to the HPO, and provide direction to staff on a work program and timeline for the review and approval process.

 

6.                  Reports of HRC and Planning Commission Members

 

HRC and Planning Commission members may ask a question for clarification, make a brief announcement or make a brief report on his or her activities. In addition, the HRC and Planning Commission members may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning a City matter or direct staff to place a request to agendize a matter of business on a future agenda (G.C. 54954.2).

8.         HRC Agenda Forecast – The HRC shall discuss potential agenda items for the next regularly scheduled meeting.
