Housing Rehabilitation Loan Program
The City of Pacific Grove presently has funds available to assist low income residents repair and upgrade their homes so that they become a more healthy, safe and comfortable environment. These funds can only be used for this purpose; an example would be to replace leaking and drafty windows with new water and weather tight ones.

The loan from the City is in the form of a 3% loan with no monthly payments. Payment of the loan in full is due at time of sale of the residence or change of title. Simply put, this means that eligible homeowner can make their home safe and comfortable with no monthly outgo of funds. The loan accrues interest at 3% annually and is only paid back in the circumstances described above.

The process is fairly simple:
1. The homeowner applies for the loan and supplies the necessary financial documentation.
2. The application is reviewed by the Housing staff.
3. If the applicant meets all of the requirements, the project is forwarded to the Rehabilitation Inspector.
4. The Inspector will meet with the applicant, do a thorough inspection of the home, and determine which health and safety items fall under the scope of the program funding guidelines.
5. The Inspector completes a write-up of the work to be done, discusses the items with the homeowner, then assists the homeowner in sending out the write-up to the appropriate local contractors.
6. The homeowner then selects a contractor based on the responses to the write-up.
7. The Inspector prepares contract documents which the homeowner and contractor both sign and the work begins.
8. The Inspector will have bills paid to the contractor as the work progresses and as the homeowner approves the bills for payment.
9. Project finished!!
